oakland. what police knew about the shooting that killed an 8-year- old girl. >> uc regents meet to confirm their first female president. why some students think janet napolitano will make their lives harder. >> starting out with some low clouds and fog but we are getting ready for some heat. we'll talk about that coming up. >> and metering lights are on now over at the bay bridge toll plaza. where do the delays begin? we'll let you know coming up. thank you, liz. good morning, everyone. it's thursday, july 18. i'm frank mallicoat. >> i'm michelle griego. time now 6:00. let's get a look at the weather now with lawrence. >> let's do it. >> yeah, we have some low clouds and fog surging onshore this morning. looks look that is going to break up a little bit earlier on and that means more sunshine coming our way and the temperatures going to start to heat up outside. rite now, you have mostly cloudy skies over the bay clear into concord and noose travis right now so you get the idea that we are going to see more sunshine on the way. numbers now into the 50s. by the afternoon into the 80s almost 90 degrees in morgan hill.

about 80 even and sunny this afternoon in san jose. east bay hot 80s and low 90s inland. but inside the bay much cooler about 66 in san francisco, about 72 and sunny this afternoon in oakland. more on your weather coming up. let's check the roads with elizabeth. thanks, lawrence. it's busy this morning already on highway 4. an earlier crash westbound approaching somersville didn't help that morning commute. so it's a tight squeeze past "a" street and continuing past antioch exits and then towards concord, things are flowing freely. so westbound 580 is our other slowest drive time highway 4 and 580 this morning so stop and go out of tracy heading out towards the dublin interchange. the drive time is 27 minutes now so it's definitely in that slow category. taking a look outside, a couple of our bridges, san mateo bridge, problem-free both directions of 92. same thing across the golden gate. it's super quiet down from san rafael towards san francisco. but obviously some fog as well as you make your way across the span. that is traffic. back to you. >> thank you. some developing news now

out of oakland. an 8-year-old girl is shot and killed when bullets were fired into an apartment. kpix 5 reporter cate caugiran is in the neighborhood where it happened with the latest. cate. >> reporter: michelle, we are learning more about the victims in this shooting as oakland police continue to investigate why this happened. we know that it happened around 11:18 last night. police got reports of shots fired at an apartment complex near montana and wilson. originally officers were told the shooting happened outside but they found the victims inside an apartment all with gunshot wounds. oakland police say three of those victims were children. an 8-year-old girl, 7-year-old girl and a 4-year-old boy. the other victim was an adult woman. alameda county coroner says the 8-year-old girl died about an hour later at the hospital. oakland police say the adult and two other children are in stable condition. police say there has been no arrest at this point and there is no suspect description.

live in oakland, cate caugiran, kpix 5. >> some of the protestors who vandalized oakland earlier it week were caught on camera and oakland police want your help in tracking them down even though faces can't be seen. police hope someone might recognize the clothes they're wearing. in this picture, a protestor is caught spray-painting trayvon martin's name in the street. three suspects are charged so far. a 30-year-old from oakland is charged with two misdemeanors. a man from san jose is charge with felony vandalism. he is one of two accused of smashing windows at a machines warehouse store. the other suspect in the window smashing is a 27-year-old man from oakland. meantime, oakland's police chief is promising to do a better job protecting local stores. the chief met with downtown business owners behind closed yesterday to address their concerns. sean whent acknowledged that police were understaffed during the protests over the weekend.

he plans to beef up patrols going forward. a waiter attacked in monday night's violence is still recovering this morning. drew cribley was brutally attacked with a hammer while trying to protect the restaurant where he works from the mob. cribley and some coworkers stood in front of the windows to keep them from getting smashed again. that's when a vandal hit him in the face with a hammer. cribley -- >> i didn't lose consciousness. i just went down on my knees and held my face and noticed right away i was bleeding like crazy. >> cribley doesn't think the man who hit him was connected to the protests over the zimmerman acquittal. new this morning, the parents of trayvon martin are sharing their reaction to the verdict of george zimmerman on "cbs this morning." the couple is for exampled on who trayvon was as a person. >> i want america to know that

trayvon was a fun loving child. he was our child. we -- we miss him dearly. just to have your child's life taken away from you like that, it hurts. >> he says they are asking the justice department on whether they can file a civil suit. you can watch the rest of their interview on "cbs this morning" starting at 7 a.m. right here on kpix 5. the final price tag on isolating six female jurors in the trial is $33,000. it went to feed, housing and entertainment in a hotel when they weren't in the courthouse. deputies monitored their phone call, mail, reading materials and internet use. bay area headlines now this afternoon we'll hear the verdict for two suspects in a richmond gang-rape case. marcelles peter and jose montano were tried in the same courtroom before different juries. the jury for montano deliberated for 11 hours before reaching a verdict yesterday.

a separate jury for peter reached its decision on tuesday. they could face life if convicted. the backup at the port of oakland is expected to ease today after a 24-hour shutdown. the work stoppage began after a worker died on tuesday. she was rushed from the port to a hospital. her death is due to natural causes. the union says it's standard operating procedure to stop work to investigate the situation and honor the fallen worker. the woman expected to become the next university of california president meets her new bosses today. uc regents will meet to decide if janet napolitano gets the job. kpix 5 reporter anne makovec is here in san francisco where uc regents are scheduled to hold a confirmation vote this afternoon. good morning, anne. >> reporter: protestors are expected to be out here on campus, as well. campus police have already said secret service will be there. they are going to sweep the area, security is going to be

tight for janet napolitano's visited this afternoon. she is scheduled to meet with her potential 26 new bosses at 1:00. she did announce she was going to step down as u.s. homeland security secretary if she is confirmed by the board today. the former arizona governor studied at santa clara university and now may become the first woman to ever head the uc system. >> she has been dealing pretty well, i think with really difficult issues in washington principally lately around the immigration issue. and homeland security. it can't get any complicated than that. i'm not sure she may be jumping from the frying pan into the fire. >> reporter: that's where today's protestors come n people have said about her support of the programs called secured communities which has local law enforcement working with the feds to weed out undocumented immigrants accused of crime. she did support the "dream act" which died in congress but did

aim to prevent deportation of children. some people though are still upset about that. the website dreamactivist.org is collecting signatures right now hoping she won't be confirmed. they are calling her the architect of the deportation machine that has resulted in 1.5 million deportations. she has no expertise in higher education, they say, and no place in our public university system." if she is confirmed today, which is likely, she would be the first career politician to head up the uc system which could be interesting in some ways could be good because you know it's a political system and unfortunately, that's where a lot of money for this system comes from. so she might be able to work it. right now live in san francisco, anne makovec, kpix 5. >> it's not clear how much janet napolitano would make as uc president but the current president mark yudof gets about $600,000 a year. there's our house right there. so we have kind of had to, you know, say our good-byes just in

hospital. a union pacific spokesman says two locomotis we're following breaking introduces out of texas. a freight train derailment near dallas has sent one railroad worker to the hospital. a union spokesman says 2 locomotives and 7 cars were knocked off the tracks. six cars were empty and the 7th carried cement that didn't spill. no word on what caused the accident. and some developing news out of southern california. it's going to be another hot difficult day for nearly 3,000 firefighters in riverside county there. an out-of-control wildfire pushed flames toward idylwild a mountain vacation town southwest of palm springs. the fire burned more than 19,000 acres and is just 15% contained. >> it's nerve-racking. i don't live so close but for friends and family they are packing up to evacuate. they are on alert. >> the fire destroyed several

homes shortly after it started on monday. high temperatures in the area expected to remain around 100 degrees again today and for the next few days, as well. new this morning, today's the 95th birthday for nelson mandela. [ singing happy birthday in foreign language ] >> kids and adults alike are offering well wishes to the former south african president. the antiapartheid leader is in a pretoria hospital where he has been undergoing treatment for a recurring lung infection for a month. his daughter said his condition is improving. >> 95. >> happy birthday to him. how about some traffic on a thursday? liz, take it away. >> one day closer to the weekend and so far thursday morning commute doesn't have any hot spots. the metering lights are on at the bay bridge toll plaza at 6:14.

stacking up just beyond the overcrossing 15 minutes to get on the bay bridge but like i said, at least there's no accidents, no stalls. nothing reported getting into san francisco and lower deck roadwork should all be cleared by now, as well. westbound highway 4, this is where we had an earlier fender- bender approaching somersville. so it back things up early for that westbound commute. but as you you can see, 16 miles per hour just in those antioch exits. once you get past there, then everything is good closer towards 242 and continues to move well through the caldecott tunnel. we're not seeing any delays on 24 heading out of orinda towards oakland. to the south bay now our milpitas drive looks like this. push of a button westbound 237 flows nicely towards sunnyvale if you are continuing towards 101. a quick look at the usual brake lights slow-and-go out of tracy about a half hour between the altamont pass and 680. that's your latest traffic. for your forecast, let's go to lawrence with that. >> low clouds and fog stretching onshore at least in some spots. not as cloudy as it was

yesterday so we'll call it partly cloudy around the bay area now. mostly sunny this afternoon and warmer hot inland and even hotter as we head in toward the next few days. some of these temperatures going to get near triple digits. still low clouds and fog extending over the bay with a nice sea breeze keeping those temperatures down a bit starting out mainly in the 50s early on this morning. by the afternoon, though, we'll start to heat things up away from the coastline. but you see the cloud deck pretty thick out there now inside the bay. concord clear also into fairfield, as well. but plenty of valley heat over the next couple of days. a huge contrast in temperatures though from that to the coastline maybe 30-plus degrees. temperatures today about 102 degrees in fresno. 97 in sacramento. about 99 in yosemite. around the bay today, you will see plenty of sunshine this afternoon. 80 in san jose. 76 in fremont. only 60s at the coastline. east bay numbers into the 80s and some low 90s but inside the bay much more comfortable, 72 degrees in oakland. 66 in san francisco. a little breezy there, too. next couple of days, still we

the idea when he noticed the center's production truck was idle last summer. >> so we kind of came one this idea to use high school and middle school kids as volunteer crew, brought them in, trained them. we got 22 kids on board and shot 19 games last fall. >> reporter: and one of those high school games was palo alto high. and guess who jumped into the booth. >> it's almost as if keller's dad might be a cornerback coach or something with how good he looks out there. >> yeah. dad, the quarterback coach for us at the 49ers. >> reporter: not a bad recruiting tool for your camp, either? >> yeah, right. it was awesome. kids loved it. >> reporter: the kids are eager to learn mixing fun with education. it's not all about sports, either. >> i learned a lot about the community in addition to just the camera stuff. i mean, i have learned a lot about film, humor, work with others, how to work with

adults, how to be professional. so much. >> it's been a really great opportunity to learn about tv production, to learn about sports production, and it's been a great place to really grow up. >> reporter: the media center sports broadcasting camp, this week's -- >> cool camp, whoo! >> they have fun. >> budding sportscasters. did you give them some tips. >> i talk to the kids for about a half hour about how to get into the business and how much you make when you start and all that kind of stuff. great kids. the camp costs about $400. it's only this week. but next summer they should have a couple of weeks. here's the kicker. campers can stay as part of the high school production team in the fall and the winter too so they are going to learn for the next year to come as well. >> neat. what is cool about your summer camp or school? you can submit your nomination

i'm michelle griego. >> hi, everyone. i'm frank mallicoat. it's 6:31. we are tracking some developing news out of oakland at this hour. an 8-year-old girl was shot and killed, three others were injured when shots were fired into an apartment building. kpix 5 reporter cate caugiran is at the apartment where the shooting happened with the latest. cate. >> reporter: frank, i can tell you we're on the block as you mentioned where it happened. it's this apartment complex that we're going to show you right over here just down the street. right now, oakland police say there have been no arrests and no suspect description in this tragic incident. it happened last night at 11:18 at that apartment complex in the 3400 block of wilson avenue. police say they got reports of shots fired and when they arrived, they found four people shot one adult, three young children. one 8-year-old girl, a 7-year- old girl and a 4-year-old boy. all of them are rushed to local

hospitals. alameda county coroner's office says the 8-year-old girl died at the hospital about an hour later three others are now in stable condition. police say they are still trying to determine a motive in this case. reporting live in oakland, cate caugiran, kpix 5. >> mountain view police are looking into allegations of child abuse at a preschool. a staff member of the little a corn preschool is accused of inappropriately touching a child. detectives have interviewed students and the staff member is on leave and doesn't have any contact with those students. loved ones of missing oakland toddler daphne webb are calling for her return home. she has been missing for more than a week. they gathered for a prayer vigil on the corner of 79th and international in east oakland last night. that's a place where daphne's father says a woman kidnapped her from his car more than a week ago. >> we are very hopeful and prayerful and we just, you know, wanted to come home, we

miss her terribly. >> i just want my baby home. that's it. >> police and family have questioned the father's story. he is not a suspect. investigators are still trying to determine if a san francisco airport crash victim was still alive when she was hit by a fire truck. she was one of three chinese teens who died as a result of the asiana airlines crash this month. so far no witnesses have reported seeing her alive between the time of the crash and the time her body was found. police and the san mateo county coroner's office are looking into the matter. meanwhile, the san francisco airport is giving asiana airlines until july 26 to remove the plane's wreckage. a chunk of the boeing 777 that was not needed for the investigation was moved to a remote stretch of airport land last week. the examiner newspaper reports the airport is charging the airline $15,000 to store it. at least one more day of extreme weather will heat up

much of the country in the east coast scorcher continuing. it's hot. the nation's capital is one of the cities feeling the heat. cooler temperatures aren't expected in the midwest and east coast until the weekend when they will get a little relief. it's also very high humidity. and a lot of dirty air, as well. so the acs will be going nonstop on the east coast. >> you have to be careful in heat like that. >> absolutely. we have a double-barreled heat wave building back into the bay area. we are going to see hot temperatures here but kind of a big extreme in temperatures. we are going to see cool numbers at the coastline and it's going to get hot in some of the valleys. highs this afternoon will soar under mostly sunny skies. but boy, we have a lot of fog early on today. not quite as much as yesterday. but still you should see it extending over the bay. temperatures up to 55 in san francisco. 57 in san jose. 54 in santa rosa. by the afternoon, we are looking at 80s and even some low 90s so be careful in that

heat. 70s and 80s around the bay cooler 60s at the coastline. the temperatures could get near triple digits in the next few days. we'll talk about that coming up. let's check the roads with elizabeth. thanks, lawrence. the golden gate bridge, some of the fog out there, you can see it across the deck coming from marin county into san francisco. but the main lines of 101 after a couple of early-morning fender-benders, everything is great from sausalito into the city this morning. all right. let's go towards the bay bridge. different story here. it is stacking up now. the delays are building towards the west grand overcrossing. once again, 15 minutes is that commute to get you on the bridge. once you get to treasure island, then we're seeing no more brake lights. speeds are improving towards san francisco. to our maps and our live traffic sensors. the westbound 4 ride has long been slow through antioch but now we're picking up a few brake lights from pittsburg-bay point towards concord. and getting closer towards willow pass. that westbound 580 ride things

are improving on 205 now out of tracy but delays are building to the livermore valley. that is traffic. back to you. bart is bracing for another strike except this time, management seems to have a backup plan. august 4 is the deadline to slam out a new contract with the union. after that, workers could go back on strike. but some trains may still run if that happens. bart management is thinking of using non-union workers to kept a limited number of trains rolling. there's talk of asking retirees to return. >> we have to make sure that we're responsible to the bay area if there is another strike to do whatever we can to alleviate the inconvenience of tens of thousands of people experienced during a bart strike. >> but there is a catch. it will take 15 weeks to certify replacement drivers and under the current labor contract nonunion workers can only start the training when bart goes on strike. and the man who stripped

naked and harassed people while doing acrobatic moves at a bart station last month will be in court today. it was all caught on tape. the 24-year-old is facing criminal charges for the stunt. bart police say he grabbed several passengers and kicked an employee at the 16th stress bart station in san francisco. today some silicon valley experts will be here in san francisco to teach the district attorney some things about high- tech security. representatives from samsung and cupertino-based apple will meet with george gascon to show him antitheft features in their cell phones. phone robberies have been on the rise lately especially in san francisco. so gascon has been urging the manufacturers to improve safety features on their phones. aclu is raising skepticism about law enforcement with license plate scanners mound on police cars. others found on bridges, others on buildings. police call the new plates an

effective crime-fighting tool bullet aclu says all that information is being started with few privacy protections. here in california there's a move to make license plates high-tech. a state senate proposal would create a three-year pilot program to test up to 160,000 cars with electronic license plates. supporters say the digital license plate would also be able to register fastrak tolls display amber alerts and save the dmv some $20 million a year. the intent is to save a lot of time, paperwork and millions of dollars for the dmv. >> it's hard to go to the dmv because there's always traffic and everything. >> privacy advocates and other critics are concerned about how the information from those plates would be used and how long it could be stored. time now is 6:38. from fancy perks to wild parties, how some google interns are upsetting their neighbors. >> plus, how the pope says you can get to heaven a lot faster by following him on twitter. >> and the market just opened

standing atop a lava flow hawaii. he added accelerant for a cool picture on his facebook profile. >> he got the picture. lawrence you should do something like that. >> liar, liar, pants on fire! that's what i have to say about that guy. total scam but it looked cool. >> i like the picture. >> around the bay area, today we have some low clouds and fog that have surged onshore. not as thick as yesterday, still looks like toward the afternoon becoming mostly sunny and a little bit warmer and that should take us through the hot range in some spots inland. and then i think even more heat over the next few days. some of these temperatures approaching triple digits. out over the bay right now a nice blanket of clouds stretching onshore. even into the some of the valleys this morning. right now 54 and mostly clear into concord. 55 and cloudy in san francisco. and 57 degrees in san jose. you see that deck of clouds that's moved onshore overnight. that should begin to break up throughout the morning hours and by the afternoon, we are talking about some valley heat. some of these temperatures going to be moving into the 80s and the low 90s into the

valleys but much cooler at the coastline. almost 30 degrees cooler out toward the beaches. sfo low clouds, expect delays over 30 minutes this morning. across the country it's going to be hot. the possibility of some thunderstorms into houston at 93 degrees. 94 and a possibility of thunderstorms in denver. chicago 92 and partly cloudy. very hot and 94 degrees into chicago. around the bay you will see those temperatures up in the 70s and 80s in the south bay east bay numbers up into the 80s maybe even some low 90s into brentwood and also into antioch. inside the bay it will be a slower burnoff of low clouds and fog. but by the afternoon some sunshine and 72 degrees in oakland. about 62 degrees and some clouds into daly city. next couple of days we'll heat things up near triple digits into saturday and sunday. more clouds and some cooler weather at least slight cooling toward next week let's check the roads with elizabeth. thanks, lawrence. we are getting our first reports of an overturned truck. it sounds like it's in crockett

eastbound 80 right there by cummings skyway may be blocking the on-ramp to 80 so we're continuing to watch it. not seeing any major slowing yet on or off of the carquinez bridge. but again, just a heads up there. our first report. also, westbound highway 4, pretty sluggish this morning. we have that one earlier accident. it wasn't in lanes for very long. but it kind of backed up the commute through antioch 17 miles per hour and now as you get closer towards pittsburg we're seeing a few brake lights as well a little bit of changing color on our sensors. so westbound 580 our usual slow- and-go from the altamont pass to the dublin interchange. the drive time is 31 minutes now. once you get past vasco we see some improvement but sensors are picking up yellow meaning speeds under 40 miles per hour towards the dublin interchange. let's go outside show you a couple of live traffic cameras. here's the nimitz 880 in oakland. the taillights are the northbound commute so obviously no major brake lights yet. usually around 8:00 we see the usual bottleneck past the

coliseum. southbound fine as well if you have to catch a flight over at oakland airport got an early- morning flight out of town and the san mateo bridge here's some of that fog lawrence is talking about with the westbound 92 commute right now it's 14 minutes out of hayward heading towards foster city. looks good coming off the high- rise, as well. that's your latest traffic. back to you. there is a big drop in the number of people signing up to get unemployment benefits. here now to chat about it, kcbs radio's financial reporter jason brooks on this thursday morning. good morning. >> reporter: good morning, training. good morning, michelle. some good news to start out our thursday regarding the job market. labor department reporting that first time weekly unemployment claims fell by 24,000 to 334,000. that's the lowest level in two months. the four-week average also slid lower by around 5,000 to 351,000. jobless claims have been bouncing around over the past several weeks. so certainly a move in that direction is good news. we were looking for a vote today on whether or not pc maker dell would be taken private in a $24.4 billion deal

but that has been postponed until a week from yesterday. so july 24th, ceo michael dell wants to take the struggling firm private but he needs to get more support before holding that vote. a flood of tech earnings out this morning. several influential silicon valley firms and there is pressure on the tech sector because intel and ebay had some disappointing news for investors. stock in both companies falling right now. overall the market heading in a positive direction. let's check the big board. right now the dow is up by 76 points. nasdaq is gaining 3. s&p higher by 6. intel however lower by 2.5% ebay down by 6.5%. frank and michelle, back to you. >> thank you, jason brooks. on capitol hill, there could be a senate vote as soon as today on a bill to keep student loan interest rates low for a while. the bipartisan compromise was reached yesterday as part of the deal all undergraduates this fall would borrow at 3.85%

interest rates, but those rates would climb as the economy improves. so the rates could jump as high as 8.25% by 2015. >> we'll wait to see what is produced before we judge it. but obviously, the president is very concerned about this issue. >> student loan interest rates doubled at the beginning of the month as congress failed to take action before going on the 4th of july break. university of california regents will be introduced to their expected new president today. but there are likely to be some protests over the hiring of janet napolitano. kpix 5 reporter anne makovec is in san francisco where uc regents are scheduled to hold the confirmation vote this afternoon. >> reporter: that vote is supposed to start at 1:00 this afternoon but the protests are supposed to start at noon. so we'll see if that interferes at all depending on how passionate people get here at uc-san francisco. janet napolitano already announced she would step down as u.s. homeland security secretary if she is confirmed

by the 26-member board of regents today. former arizona governor studied at santa clara university and now may become the first woman to ever head the uc system. her confirmation looks very likely. she has been a figurehead in national immigration policy. that's where today's protests come in. people upset about her support of the program called secure communities. that has local law enforcement working with the federal government to weed out undocumented immigrants accused of crimes. a lot of people think her experience dealing with those complicated issues would help her as head of the uc system. it is not an easy job. you may remember mark yudof stepped down earlier this year. he was not a popular man with most students overseeing the implementation of cuts and tuition hikes over the past few years. if she is confirmed, we don't to her salary would be, but yudof was $600,000 which is a step up from u.s. homeland security secretary making less

i'm cate caugiran. welcome back to kpix 5. we are following up on a shooting that happened here in oakland on the 3400 block of wilson avenue at this apartment complex that you see right here. oakland police say they are still looking for a suspect. they got reports of shots fired last night. when they got to the apartment, they found four people suffering from gunshot wounds. police say it appears the suspect or suspects fired into the apartment hitting all four victims. three of them young children. an 8-year-old girl, a 7-year- old girl and a 4-year-old boy. the other victim was a grandmother of two of the children. oakland police say that the 8- year-old died at the hospital an hour later. this morning, we spoke with a neighbor who lives a block away from the shooting. >> oh! it's very sad. you know? it's -- it's just hard to believe that that's going on in my neighborhood. i'm really sorry to hear about it.

>> reporter: the woman and the two other children are in stable condition at local hospitals. oakland police say they will be continuing the investigation. reporting live in oakland, cate caugiran, kpix 5. fire crews in riverside county plan to carve containment lines around the mountain town of idylwild which is being threatened by a fast- moving wildfire. about 6,000 people were evacuated yesterday after winds shifted. the fire has destroyed at least 6 homes and 16 other buildings. cal fire just updated the size to more than 22,000 acres. it's just 15% contained. >> trayvon is in the a confrontational person -- trayvon is not a confrontational person. so instead of placing the blame on the teenager, we need to place the blame on the responsible adult. >> trayvon martin's parents responded to jurors who said their son had a role in his own death. it is their first interview since the george zimmerman acquittal. you can watch it here on "cbs
